DOJ Charges Former National Security Council Official

On July 17, 2024, the Department of Justice announced charges against Sue Mi Terry for violating the Foreign Agents Registration Act.  Ms. Terry was a former CIA analyst and U.S. National Security Council official who is alleged to have acted as an unregistered “agent” of the South Korean government following her federal service.  According to the indictment, Ms. Terry provided foreign intelligence officers with nonpublic information, attended and hosted events with U.S. officials, and advocated South Korean government views in exchange for luxury goods, meals, and funding for her public policy program.  In one instance, Ms. Terry participated in an off-the-record North Korea policy briefing with US Secretary of State Antony Blinken and then passed her “handler” from South Korea  “detailed handwritten notes” that described the contents of the closed-door briefing, the indictment alleges.  Ms. Terry is charged with one count of conspiracy to violate FARA, which carries a maximum sentence of five years in prison, and one count of failure to register under FARA, which carries a maximum sentence of five years in prison.  The charges were filed in the Southern District of New York.
